Is Your Activation Rate Lying to You?

Your activation checklist says users are activated when they create a project, invite a teammate, and upload a file. Those events are easy to measure. They map cleanly to your product model. They make the dashboard look nice and healthy.

Sometimes those events legitimately align with making in . If is collaborative—“get my team coordinated so things stop slipping”—then inviting a teammate might be the moment a user gets a taste of value.

The problem isn't that product milestones are always wrong. The problem is that they often get picked because they're easy to measure, and it’s assumed they correlate with value. When that assumption is wrong, you end up optimizing for the wrong moment.

The real question is whether those product milestones correspond to the user hired the product to do. The only way to know for sure is to check: do users who hit these milestones actually stick around and get more value? Or are you measuring compliance with your steps and assuming that means commitment to your product?

What Activation Should Actually Measure

Activation occurs when the user experiences a meaningful moment of value that proves they can make on they hired the product to do. Sometimes that aligns with a product milestone. Often, it doesn’t.

Consider Expensify. You could define activation as "user created an expense report." That’s a product milestone. Easy to instrument. Easy to count.

But is "make submitting easy." A user who creates a report but never submits it hasn't made . A user who submits, but sees it kicked back for a policy violation, hasn't made either—they’ve just encountered more work. The activation event that matters is: receipt scanned, report submitted, done. That is the moment the user experiences the of relief and the of completion.

"Report created" and "report submitted" are two different events. One is a product milestone. The other is a Job milestone. Only the second one predicts whether the user will scan their next receipt or go back to stuffing them in their pocket. Most products are measuring the first one and calling it activation.

The Checklist Trap

When activation is defined around product milestones rather than Job milestones, teams draw conclusions that sound reasonable but are often wrong.

  • "Users who invite teammates retain better—let’s force that earlier." But forcing an invite isn't the same as achieving the coordination the invite was supposed to enable. Users comply with the prompt to get rid of the modal. In analytics, compliance looks identical to commitment.
  • "Our is high but retention is mediocre." This is the clearest signal that your activation definition is measuring the wrong thing. High activation with weak retention means people are completing the checklist without getting what they came for. They passed the tutorial; they didn't make .
  • "Activation is low—we need more instructional onboarding." Maybe. Or maybe users are finding a different path to that your checklist doesn’t track. The user who skips your setup wizard and goes straight to the thing they care about might be more "activated" than the one who dutifully clicks through every step.

When the activation definition doesn't correspond to Job , the roadmap gets pulled toward the wrong problem. You end up tuning the checklist instead of removing the friction between the user and the they’re trying to make.

Measure the Moment They Make Progress

If your activation metric tracks setup completion, you have to ask: is setup completion the same as the first moment of Job ? For some products, it is. For many, it isn't—and the gap between "setup done" and "job started" is where users silently lose confidence.

This Changes What You Track

The shift isn't complicated. Instead of asking "Did they complete our setup steps?" ask "Did they reach the first outcome they’d recognize as ?"

That means working backward from to find the right event. For a project management tool, the question is whether "project created" actually corresponds to , or whether the real moment is "I can see what's at risk without asking anyone." For a collaboration tool, "teammate invited" might be the right event if is team coordination, or it might be meaningless if is personal visibility.

When activation is Job-based, you're measuring the moment the user moves from testing to trusting. That’s a more useful signal than checklist completion, because it reflects a real shift , not a completed tutorial.

So keep your setup metrics. They're useful for diagnosing onboarding friction. But don't confuse "they did the steps" with "they made ."
